Okay time to explain this to everyone!
Kapp’n is not a turtle, he is a kappa, a water sprite in Japanese folklore.
They are about the size of a little kid and play pranks a lot, like looking up ladie’s skirts and kimonos, which is probably where the hitting on girls all the time came from.
Also, folklore says they can befriend humans in exchange for gifts and presents, mostly cucumbers. That’s why Kapp’n talks about his love for cucumbers so much.
